The Policy & Internet journal, just released a special issue on Internet Taxation. This online journal is published by the Policy Studies Organization (PSO), Oxford Internet Institute, and Berkeley Electronic Press. It is a "peer-reviewed journal investigating the implications of the Internet and associated technologies for public policy."
